[vlc] v0.8.6b on WinXP rtsp+mpeg images corrupted

Just tried v0.8.6b on windows XP (SP2) and the images from my rtsp server 
are corrupted along the bottom edge towards the right hand corner of the 
image. It looks worse if I turn on the interlace filters. The attached .png 
shows this effect with the blend deinterlace filter on.
The bottom left should not have the blurred / pixelated look (to the bench 
seat on a boat).
I'm sure that 0.8.6a did not do this, but it was uninstalled inorder to 
install 0.8.6b!
I've looked at the same stream using the Ateme player and the video looks 
ok, so I'm sure its a vlc problem and I'm 90% confident its new to 0.8.6b.
