[vlc] html5 video support & vlc

I wanted to quickly point out to browser plugin users that I wrote up a 
script which converts html5 spec <video> tags into VLC plugin or activeX 
calls. HTML5 uses ogg theora as a baseline codec so the script falls 
back on cortado where vlc is not available. More information about the
