What i can understand here is that you are receiving an UDP audio stream
using VLC and that you want to record the file on a computer without
soundcard.

The answer is that you dont need soundcard to record the file, only to hear
it of course ...

The command line should be similar to this:

vlc -vvv udp://@:PORT --sout=#std{access=file,mux=mp3,dst="FILENAME.MP3"}}
