[vlc] FLV bitrate/quality with VLC SVN

I have succesfully compiled VLC SVN version and launched several
positive stability tests on converting to FLV (converting for almost
hour and more). Quality is also good. However, there is question - how
to decrease quality and therefore bitrate? I tried to specify vb and
scale with vcodec, but I get error about saying that there is no such
parameters.

Any hints/suggestions?
