[vlc] VLC descrambeling DVB-T

I am working on a streamingserver useing DVB-T and DVB-S cards. I am
currently useing TwinHan VP-3040 DVB-T card with conax CAM 
the vlc debug displays se below, but i am not able to watch scrambled
channels. only unscrambled channels are accessible. Any suggeston?
