[vlc] Decoding

I have downloaded a movie and the main screen says that I need to decode it
with vlc decoder. I have the Vlc Player on my computer. Can you tell Me how
to decode this movie so that I can burn it to dvd. I have watched a you tub
video on decoding with vlc but it still wont work. Please, (if you would)
