[vlc] about the buffer size

Hi all, 
Once, I checked the vls project for some useful information. I found a strange parameter. In the project, there is a comment :
"// We choose a TS packet buffer able to store up to 3s of stream at 8 Mbits/s"
and the code is C_NetList* pTsProvider = new C_NetList(3*3*797);
 
I am very confused about the parameters. Can anyone help me explain how I can get the parameter?
