[vlc] H.264 stream from encoder only paff

This is not a matter of "activating", there are thousands of lines of
code to write before supporting it. BTW this is not specific to VLC,
but to FFmpeg. You can always propose the FFmpeg people to sponsor the
development of PAFF.
