[vlc] --start-time doesn't work with local files

I am observing the same thing - even the green screen of earlier  
versions and slower computers... Lots of BIG pixelation for 5-10  
seconds, and same after having returned from a shift to a different  
application - which could indicate LARGER CPU-use than previous  
versions.
