xulrunner 1.9.0.1 (via libxul.pc)support has been re-introducted in
the 0.9.2 release
You need to have xulrunner-devel installed.
mozilla headers are provided by the gecko-devel virtual package in
RHEL/Fedora based distro
(look at the livna packager spec file)

ps: that's been said, i've always received the plugin in the mozilla directory
[root at kwizatz etc]# rpm -ql mozilla-vlc
/usr/lib64/mozilla/plugins/libvlcplugin.so
