[vlc] Problems with RTSP streams

Using VLC 0.9.8 Portable on Windows, I encounter these issues. Should
I open bug reports?

1) Time counter does not count. I can jump to a position and the timer
updates, but it still does not count time. If I don't jump position,
then the counter shows 00:00 for the entire duration of the video.

2) Pause and unpause occur 2-3 seconds after the button is pushed.

3) Cannot speed up or slow down video.
