[vlc] HTTP Interface to VLM returns 403 Forbidden (/vlm.html)?

I used to be able to enable vlm with http, and control with a web 
browser pointed at http://host:8080/vlm.html.  Now I get the error 
message 403 Forbidden (/vlm.html).  Can anyone explain what changed?
