Salut, sorry my French writing is quite rusty, thus in English, I hope 
it helps you.

The repositories (software catalogue) of the Linux distributions usually 
only hold one version of a software. That version has been tested to 
work well with your distribution version (in your case v8.10 of Ubuntu) 
by the people who are involved with your distribution. Still a newer 
version might run well or even better, the next time your distribution 
releases a new version, the people will test again if a newer version of 
VLC runs good as well and will eventually update it.
If you really want / need to have a newer version now, you'll basically 
have to build it from source code. This doesn't have to be very 
difficult. Check JBK's guide here and give it a shot if you want to
