[vlc] questions about 3gp video

The VLC Windows binary don't support amr audio. The reason for this is that 
the  source licence of the only free available amr decoder isn't compatible 
with the licence of the VLC source. At least was this the case until now.
But there is now support for http://opencore-amr.sourceforge.net/ in  FFmpeg. 
Maybe the next VLC Windows binary will support amr too?
