i think, that is how does Windows pass the name then.

As an curious experiment, can you make simple text files with names for  
example fn.cmd and fn.bat and put them into registry you quoted instead of  
vlc.exe.

Files are to consists of
~~~~~ start ~~~~~~~~~~~~
@echo off
echo file name: %1
echo.
pause
exit
~~~~~ end ~~~~~~~~~~~~~~

Such a file is to display the filename (that very %1 in registry) passed  
by Windows
