[vlc] libdvdcss2: how to decrypt disk files

It looks like the interface of libdvdcss is mostly for de-scrambling data
read from a DVD drive (not very surprisingly, because this certainly is the
usual scenario). Unfortunately, when a DVD is damaged, media players usually
can't play it anymore. Using ddrescue, it is possible to retrieve all data
from the disk, but the result will still be CSS encoded.

Is it possible to use libdvdcss to decrypt the resulting disk file?
Is there maybe already some program out there that can do this?
Or: How hard would it be to write such a program (or maybe just
somehow integrate libdvdcss into ddrescue)?
