[vlc] bug in vlc 1.0.2

VLC Vers. 1.o.2
There are still Problems with local Characters in m3u-files. If the m3u-File contain mp3-Files with local Characters ; They cannot be opened.
The m3u-files were made by the program mp3tag.

These Problems are only when reading m3u files.
If I open the file “Muiñeiras Da Sorte.mp3” direct with vlc, it works properly.

I think, the problem is not the "Carlos Nuñez"-part in the directory, but the ñ í ú Characters in the filenames, because the other files from this m3u-file with no special characters were played without problems

I tested it with a lot of other local Characters like the german ä ö ü ß é   - No one works
