[vlc] software capabilities

Hello,

I am looking for a way to loop commercials that will display before a video someone wants to watch on my website. 

For instance, the would go to the website and when they choose the video they wanted to watch, they would have to watch a 10 second commercial first that they were unable to fast forward or x out of. But everytime they chose another video a different commercial would play. Also, every time someone visits the site the commercials would rotate. 

Does your software have this capability? And if not, do you know of any software that can accomplish this task?
