[vlc] Relative playlists broken in v1.1.3

They worked fine in v1.02.

Attached is the simplest possible .m3u file - just a list of files. 
None of the references have a drive letter - they are all relative to 
the location of the .m3u file.

This unwanted behavior occurs whether the file is a .pls, .m3u or an .m3u8.
