There are different hardware (processors, video DSP) in android phones.

And different version of Android OS

It is not so easy.

Maybe You'd better take Mobile Media Converter and recode ogm to avi ?
Also most resources sharing video have HWP (HardWare Players) ready-made  
avi versions, just download them.
