Did it asked you to give it admin priorities ?
Vista tries to move towards UNIX goals of beeing secure. So by default  
user has no access to cryticalareas without speial actions.
Google about Windows UAC.

Try to r-click on installer and choose "run as administrator"

Try to download portable version, unpack it into some folder and run there  
without installation.
