[vlc] vlc player languages

I have a version of VLC Player in several languages. I'm a Gascon
revivalist, as Gascon is the language my forefathers spoke in South
Western France.
I'd like to ask you if you'd be so kind to include Gascon as one of
the languages in your excellent software for subsequent versions, for
which I offer myself to translate all necessary text.
