I downloaded portable, no installer needed version of VLC 1.1.1. I need the russian interface, so in folder LOCATE I leaved only russian. If I open the program from root of the disk, that I have a russian interface, but if I open from any folder, that has an english. Explain, why is it and how to correct it?
