[vlc] VLC Release 1.1.0-RC Possible bug in fps setting

Hi there

First all, thanks a lot for your great effort in developing such great piece
of software.
I was testing 1.1.0-RC few days ago, and I'm suspecting there is a bug or
some sort of malfunction when I've tried to perform stream-to-file
operations.
Seems when active-transcode option is selected, and then "frame rate" is
configured (for instance 29.97 fps) the setting is ignored.
I had a chance to test with a couple of movies (both of them .vob format)
and tried to convert .vob to .ts using several configurations,  allways same
results, the resultant frame rate is 59.940059.

The movies's elementary streams has been mapped as follows:
Stream 0 = Video (Codec MPEG-1/2 Video (mpgv)) 720x480 - Frame Rate
59.940059 <<=
Stream 1 = Subtitle (Codec DVD Subtitle (spu))
Stream 2 = Audio (Codec A52 Audio (aka AC3) (a52)) - Sample Rate 48 Khz -
Bitrate 384K
Stream 3 = Audio (Codec A52 Audio (aka AC3) (a52)) - Sample Rate 48 Khz -
Bitrate 384K

This is interesting because is almost exactly the result of (29.97 * 2),
anyway I don't know if there is some relations or not.
I'll run some more test using other movies and differents settings, so, if
someone of developer's team is interested in digging up a little into this
issue I'll be glad to collect any kind of info that could help.
By the way, I'm testing conversions over an Windows XP SP2 platform.
