[vlc] vlc question

I am currently receiving video from a video server by doing the following:

Click on    media / open network   then enter in the following information.

udp://@239.197.1.1:65002    This is working great..!!

Is there anyway to output this received video to a different protocol..??

Is there anyway (for example) to receive this udp video and then set VLC 
up as a server to output this video as http......or even rtsp..??

So I could go to another computer on the network and do the following 
(from a web browser).....

http://192.168.1.2:8080    and watch the original video from my wen 
browser..??
