[vlc] streaming over internet with vlc

Hi,

I'm going to implement a video streaming application which can stream
a audio/video file over internet. This application enable users to
watch their video on desktops from mobile device (iphone android) or
website.

I'm very new to VLC. I want to know how to stream video/audio over internet.
Any help or pointing to further reference is appreciated.
