[vlc] Odd framing: why the black stripe?

I'm using vlc 1.1.7 (WinXP) to play a video ripped from DVD using HandBrake 
0.9.5.  vlc reports the resolution as 718x574 and displays the image in the 
GUI as 1020x574.

Within the vlc GUI the video is displayed with a 9-pixel black stripe along 
the right, and in full-screen mode a 17-pixel black stripe is visible along 
the right.  This is reproducible.

Yet when I take a snapshot of the image, there's no black stripe in the 
image.  Why is it there in the GUI?
