[vlc] Recording a file while downloading

Hi all.
I'd like to encode a file while downloading, instead of download and 
then encode.
Do you think it's possible ?
If no, do you think i can make my downloader (i'm using python), and 
have a "OnHook" fonction that can send the downloaded block over a 
socket, then vlc can read this ?

I'm sorry if i'm not really clear but it is also quite dark for me ...
