You can download the file to translate at:
http://git.videolan.org/?p=vlc/vlc-1.1.git;a=blob_plain;f=po/tl.po;hb=HEAD
You ca use poEdit or loKalize to translate it. Make sure to use UTF-8 as
encoding.
When you have done some progress, put the file online and send the link
to vlc-devel at videolan.org or translators at videolan.org
