[vlc] Increase play speed of video - Bug in Windows version only

Hello,
  I noticed this strange problem in VLC for windows. Once the play speed of
the video is increased (say to 1.8x) and the video is paused, on resuming
the speed drops to 1x by default.
  I would like to address this issue, but need some help.
