[vlc] archlinux latest release broken

The real problem that caused all multimedia programs to fail on this end 
is due to the internet "service" provider shutting off broadband and 
dropping this connection down to dial up speeds at least until the end 
of May 2014.  A couple other users were put on this account and one or 
both downloaded so much the broad band download limit was exceeded.  It 
makes sense no multimedia package will work under these conditions, at 
the time I wrote the earlier message I wasn't aware that the speed 
restriction had been put in place.
