New feature for VLS.

Hello
I have added "file" output support into Video Lan Server.
This lets the output go directly to a file instead of to the LAN.
It is useful for test purposes, and also as a MPEG Program Stream to
Transport stream converter.
Please see attachment for the diff file, together with a sample vls.cfg
file.
Would someone be able to check it into the CVS ?
