Web_service framework

I wrote a simple Web-server parser in C++
on top of CPPISF server framework
that can be easily adapted by VLS
to do GET-style parsing:

http://vls.rfa.org:5354/pathname?command=browse
 
http://vls.rfa.org:5354/pathname?command=start?program=football?channel=2?...

Actually it can be extended easily to do POST style
processing as well.  I thought I'd announce this first
before trying to integrate it with VLS, since I figure
someone else will have bigger preferences on how this
should be done (and I'm lazy :)
