VLS can stream Mpeg2-PS streams, but it is very picky about it's format.
We are a long way of from a good Mpeg2-PS streaming capability, I
believe VLMS is better in this. In the long run (a few release from now)
the best solution for this problem is to write a libvlc convertor for
VLS. VLC (libvlc) can read more file formats then the current VLS

The RTP that VLS supports it Mpeg2-TS encapsulated in RTP packets. The
timestamp is the PCR from the original Mpeg2-TS stream.

VLS does not have support yet for Mpeg2-PS encapsulating in RTP. I
believe effort is on the way of adding this support to VLC stream out
capabilities.
