Well, to be sure, can you confirm that you *don't* have this section in
vls.cfg :

BEGIN "Interfaces"
#  Domain        = "Inet6"              # Inet4 or Inet6
  Telnet        = "telnet"                # Port to use for that purpose
END

If no, can you add it and see if that works ?
