Yup, sure enough that fixed it for the old (non -rv0_5_0) version.
so far all I had was this:

# Telnet Administration
BEGIN "Telnet"
  Domain        = "inet4"              # Inet4 or Inet6
  LocalPort     = "9999"                # Port to use for that purpose
END
