Hello,
I agree with your opinion of the current localization system. I think 
that your proposal is quite good. I had a look at the debian-site and 
looks really promising, especially the fast possibility to check, if 
the translation is up to date.

If you need some support to split the xml-files or anything else when 
you are introducing the new localization-system, just drop me a line.
