[www-doc] Internationalization of the doc

With now 4 languages for the doc, I think we should modify the
internationalization system we use:

Having only one file for every lang will become terrible to manage
revisions. There will be some langages that will get outdated without
anybody noticing it.

I think a good architecture would be about the same as Debian uses for
the website: separate directories / files for languages and use
revision numbers to spot late translations.

What do you think ?
