Just a guess, but maybe it's the large amount of noise in my videos:
even very still scene might take lots of bits due to the noise
and then it matters little to bit rate whether there is movement
or not.
I'll try sometime some cleaner source.
With ffmpeg MPEG-4 the two pass actually helped with the same kind
of videos.
