Yes

Yes, but only in baseline / extended profile, meaning you can't use 
neither b-frames nor cabac nor weighted prediction nor all high profile 
goodies, which makes that feature worthless ( imho ), in addition to 
being impossible (too complicated) to use for gaining coding efficiency
