x264 only permits to change a limited set of parameters (most require you to 
restart the stream). I wrote a patch that allows to change the bitrate when 
in CBR mode. Pengvado took a look at it and corrected some errors, but I 
don't think I've got the corrected version, nor has it been added to x264 
yet. I've attached my patch (created agains r502), which works good enough 
for what I want, but does something wrong with the stats. Have fun with it.
