Hi,

FGS relates to Mpeg4 part 2, not part 10 ( aka h264, aka AVC ). So, 
since x264 is a Mpeg4 part 10 encoder only, it doesn't implement the FGS 
profile. I'm not aware of any open source implementation of  encoders 
for that standard. Which isn't a loss, since I'm not aware of any 
decoder either.
