I agree with you about the "arbitrary slice order" (ASO), it is a
problem for the decoder if reordering is expected at the transport
level. But I wonder if reordering is such a problem (even on Internet,
it is quite unprobable), and when it is, there are transport protocols
like RTP which allows to detect reordering.
Anyway, you can use Main or High profile which don't support ASO, and in
whose profile, you have the advanges of slices without this drawback.
