[x264-devel] [PATCH] alternative config.h

Here is a hand-made alternative config.h for disabled platforms (mainly 
MSVC).
This way settings can be properly controlled from a config file instead 
of being spilled inside project files. (note: we are doing something 
quite similar within Lame)

It also fixes a recent strtok_r build problem (same problem as mingw32)
