Rate(CAVCL) is still strongly correlated to Rate(CABAC), so excepted for 
the lambda which would need to be adjusted, RDO with CABAC cost for 
CAVLC encoding should be almost as efficient, shouldn't it ?

Interesting

 > While CAVLC is context-based, it's not really adaptive. So if you try 
to encode content other than what CAVLC was presumably tuned for, CABAC 
gets a bigger lead:
