I don't think I fully understand your question, but you are correct
in saying that the patch simply creates a new slice when the NAL exceeds
a certain size. 
I don't understand what you mean by "manually separate frames" into
slices. If you mean, for the user to specify number of MB in each 
slice (for example, slice0 should have X MBs, slice1 should have Y MBs)
then no, this is not supported.
