both adjusting configure to refuse gcc pre 4.0 (and incidentally fixed
to support 4.4.x - atleast for cygwin/mingw environments) and
mentioning it in the commit would help reduce the number of complaints
that would be sure to come from the mingw/cygwin users still using gcc
3.4.x ...
i don't believe any other environment is still supporting/using 3.4.x
as the 'official' build...
