Is this something that needs to be addressed when encoding or strictly
managed by the decoder? If so how would one go about affecting the buffer?
Provided you could/should manage the buffer, would it be a good idea leave
to room for the frame currently being decoded? According to wikipedia,
circumstances are rare requiring room for that frame.
