[x264-devel] CRF and VBV

I want the highest possible quality for a given maximum bitrate (to stream  
over network). Booth, ABR+VBV and CRF+VBV do what I want concerning  
bitrate. Some posts suggested not to use ABR, so CRF+VBV seems the right  
thing. But I still do not understand how to set a reasonable CRF if only  
maximum bitrate is given.
