[x264-devel] Document alternate separators of `deblock' and `psy-rd'

Hello X264-devel,

The subjects were added in

(',' for `-f/--deblock')

(',' and '|' for `--psy-rd')

They came to be needed in ffmpeg's -x264opts parameter which uses ':' as a separator itself.

specifically states their undocumented status.
Shall we fix this?

I'd also like to hear the rationale behind them if anyone can recall it.
The 2nd commit's message mentions mencoder.
